It follows on from a government proposal for a licensing reform within the Baltic country which – if approved – would see the decoupling of land-based and online licences. 

Providing an overview of the new proposed legislations, Slotegrator’s Ayvar Gabidullin noted that the government in Lithuania is aiming to “open up the market to established foreign operators and new investors interested in providing online-only services”. This decision, he explained, will simultaneously increase both competition and tax revenues. 

Between March and July 2021, the Lithuanian government also presented a series of amendments to the current gambling legislation. 

These included revised requirements for online live table games, a blanket ban on gambling advertising, revised KYC processes aimed at tackling money laundering and terrorist financing, and revised regulations for the operation and taxation of lotteries, as well as changes to the provisions enabling operators to terminate players’ accounts.

In an article for Slotegrator, Gabidullin said that applying for new licences under the new framework would result in “noticeably higher” costs, however online operators will be able to “save on the initial investment necessary to set up a physical presence”.

Online-only licences could cost €500,000, while combined online-retail licences would be available for €1 million; meanwhile, operators will also be able to acquire licences to operate tables and slot machines or betting operations for €300,000 and €100,000 respectively.

Gabidullin wrote: “While online licences would retain an indefinite validity, land-based ones would have to be renewed after a maximum of five years and are subject to approval by local municipal councils. If the proposal was to go through, all existing licenses would be made to expire on 1 January 2027.

On 8 November, the Seimas (parliament) approved new provisions to be added to the Gambling Law of the Republic of Lithuania.

Key measures include enforcing a new consolidated gambling age of 21, effective from 1 July 2025. This change raises the legal gambling age from 18 to 21, a move sanctioned by the government in January. The Seimas will oversee the timeline for implementing these amendments.

Starting 1 July 2025, the 21-year age limit will apply as a centralised control for all gambling activities, both land-based and online, except for Lithuania’s national lottery draws.

The new regulations will require gambling venues in Lithuania to employ qualified staff dedicated to intervening in cases of irresponsible gambling. These individuals will be trained by the Gaming Control Authority (LPT) and authorised to intervene in a customer’s gambling or enforce a 48-hour suspension if necessary.

Additional controls will enhance the Gambling Control Authority’s ability to monitor and restrict access to illegal online gambling platforms. Gambling venues and online platforms must maintain a system that records all information about gamblers and their transactions, providing the Gaming Control Authority with unrestricted access to review this data at any time.

Financial service providers will also be required to block transactions linked to unlicensed gambling websites, limiting access to unauthorised gambling channels.

The Ministry of Finance, which led these reforms, expects these measures to create a safer gambling environment, reduce gambling addiction, and ensure that licensed operators uphold high standards of social responsibility.

In 2025, the centralised controls will extend to a new tax regime for gambling, raising the tax rate to 22% for slots, casino games, bingo, and online gambling.

Continuing to reform the Baltic state’s gambling laws, amendments will see the Lithuania Gambling Control Authority introduce a new type of remote gambling licence, which is required in order for the Government to separate remote gambling requirements from rules applied for land-based businesses.

Under existing laws, gambling enterprises require municipal approval for licences that have been granted to firms with established and operating land-based venues, but a designated licence for remote operators will waive the requirement to have a domiciled business presence in Lithuania.

The amendment read: “The organisation of remote gambling, unlike land-based gambling, is not related to their execution in a specific territory (municipality), that is, remote gambling is carried out online throughout the territory of the Republic of Lithuania.

“Therefore it is not appropriate to require the consent of the municipality when issuing a permit for remote gambling.”  

Businesses operating under existing online Gambling Law licences have been given a two-year timeframe within which to transfer to a specific remote licence.

Amendments to the Lottery & Tax Law, on the other hand, saw the Seimas approve a new licensing fee framework that will charge remote operators a one-off fee of €500,000, while operators that have a land-based and remote presence will be charged  €1m.
